First, The Rule That Changed Everything In July 2026

The old “file” is no longer a legal ownership document in Lahore. From July 1, 2026, the Lahore Development Authority made the PLRA green property certificate the only recognized proof of ownership in its housing schemes, public and private. Any sale done without it can be challenged under the LDA Act, 1975.

So Are Paper Files Illegal Now?

Not exactly and this is the dangerous part. The law is now in effect, but private societies were given until August 31, 2026, to upload their complete purchase-and-sale records to the Housing Societies Management System (HSMS). Some societies have finished. Many have not. So a genuine old file might still exist for a plot that isn’t fully in the digital system yet. A fake one exploits exactly that confusion. Until your society is fully on HSMS, treat any file as unverified until the record supports it.

What “Genuine” Means Today Versus Last Year

Last year, “genuine” meant the file matched society records and the society was LDA-approved. Today, it means one more thing. Ownership appears in the government system, ideally as a green property certificate with a scannable QR code. A file with no digital trace behind it is the biggest red flag in the market right now.

Run these in order. The fast checks come first because they catch the most obvious fraud before you waste a trip.

You don’t need a lawyer for the first pass. Two government portals do most of the work.

Verify the Title and Fard on Punjab-Zameen.Gov.Pk

Punjab’s land record portal offers the fastest title check. Go to punjab-zameen.gov.pk, choose Property Verification and select your district (Lahore). Enter the property number, khasra number or the owner’s CNIC, then the security code and search. You’ll see the owner’s name, area and registry or mutation record. If the seller refuses to let you run this, walk away.

Check The Society and NOC on LDA.Gop.Pk

The LDA website lists both approved schemes and illegal ones. Search the society name on the illegal-schemes list first. LDA has been active here: in mid-July 2026, it ran demolition-and-sealing operations against 14 illegal schemes and sought FIRs against private societies for rule violations. If a society is on that list, no file inside it is safe.

Every green property certificate carries a unique QR code linked to NADRA records and the e-registry. Scan it. The ownership and plot details on your screen must exactly match the paperwork in your hand. A certificate you can’t scan or one whose details don’t match is not proof of anything.

A surveyor first verifies ownership, possession and location on-site, using GPS to confirm boundaries. Lahore’s 10 tehsils have around 50 surveyors assigned for this. Following the survey, a public online notice is published for a period of 15 days to allow objections to be submitted. DHA and Bahria Files: Why Online Won’t Cut It

DHA: Verify at The Office, Then Get the NDC

DHA files have no public online verification. You confirm them at the relevant DHA office or through an official verification letter, then get a No Demand Certificate (NDC) before any transfer. Verify the property first, pay the token second, never the reverse.

Bahria: Use The Regional Transfer Office

Bahria Town files are checked through its regional transfer offices, with very limited online options. Call the transfer office directly and confirm the file against their records before paying bayana. Fees for these checks vary, so confirm the current amount at the office rather than relying on a dealer’s quoted amount.

6 Red Flags of a Fake or Oversold File

Any one of these is a reason to pause. Two or more and you should assume fraud until proven otherwise.

  • The seller refuses Fard verification or online checking.
  • The file is “open” and being traded with no verification trail.
  • The seller pushes “allotment transfer only” and avoids a proper registry.
  • The society has no LDA or CDA approval or sits on the illegal list.
  • The price is far below market for that block or phase.
  • No PLRA certificate is offered and no HSMS record exists.

The “3 Files, 1 Plot” Trap and How HSMS Stops It

Under the old system, a corrupt developer could sell 501 files for a 500-plot scheme. The extra buyers only found out at possession, when there was no plot left. Investigations in Lahore found schemes in which the number of files sold far exceeded the approved plots.

HSMS closes this. Once 500 approved plots are registered, the system won’t generate a 501st certificate. The developer physically cannot oversell. That single mechanism is why demanding a certificate protects you more than any promise a dealer can make.

What To Demand Before You Pay Token Money

Before any bayana or token changes hands, get these in your hand or on your screen:

  1. Owner’s CNIC, matched to the file and Fard.
  2. A fresh Fard confirming current ownership.
  3. The PLRA green property certificate or a confirmed HSMS record.
  4. The society’s NOC and approved layout status.
  5. Written confirmation of no encumbrance: no mortgage, court case or dues.

If a seller can produce all five, you’re on solid ground. If they stall on even one, treat the deal as unverified.
